VOJ produces challan against RDD officials

JAMMU, Jun 21: Vigilance Organization, Jammu has produced Challan in case FIR No.16/2013 u/s 5 (1) (d) r/w Sec 5(2) PC Act 2006 and 120-B, 420, 467, 468 & 471 RPC againstS/Shri Mohd Aslam S/O Mohd Sharief R/O village Tantli Bisran Tehsil Gandoh then Technical Assistant(JE), Baldev Singh S/O Chabba Singh R/O village Mandhan Tehsil Gandoh then VLW/secretary Panchayat (now retired), Punjab Singh S/O Om Parkash Singh R/O village Batara Tehsil Gandoh then GRS and Mohd Ayaz S/O Mohd Iqbal R/O Gurrekhera Tehsil Gandoh then Sarpanch Panchayat Halqa Gurrekhera Tehsil Gandoh before the court of Special judge Anti-Corruption, Doda. Brief facts of the case are that a verification was conducted into the complaint lodged by inhabitants of village Gurekhra Tehsil Gandoh through one Ashiq Hussain Sheikh S/O Ghulam Mohd Sheikh alleging therein that the suspect officials had misappropriated public funds by resorting to the drawal of payments under MGNREGA Scheme against un-executed or partially executed works in Panchayat Halqa Gurrekrah without execution of works and indulged in preparation of multiple job cards. Verification conducted into the matter had revealed that during 2011-12 works under MGNREGA Scheme involving sanction cost of Rs.19.50 lacs were taken up for execution in the paychayat Halqa Gurekhara. The works were found either un-executed or partially executed during spot inspection and payments were found released in the name of Job Card Holders which included expired persons, under age students and in favour of persons possessing multiple job cards. During verification, it surfaced that the above named accused officials by abuse and misuse of their official position and by acting in league with Mohd Ayaz Sarpanch Halqa Gurekhara had illegally and fraudulently drawn payments against un-executed/partially executed works under MGNREGA Scheme by preparing fictitious records in respect of job card holders shown engaged during execution of these works. On the basis of the verification the instant case was registered in P/S VOJ. During investigation on the basis of oral and documentary evidence, the allegations were proved against the accused officials who by abusing their official position and in furtherance of criminal conspiracy hatched by them with the accused Mohd Ayaz had caused loss of Rs.3.81 lacs to the state exchequer and thus committed offences under the panel provisions of J&K P.C Act Svt 2006 and RPC. After concluding the investigation the case was submitted to the government for accord of sanction and after obtaining necessary government sanction as envisaged under section 6 of J&K P.C Act, the challan against the above named accused officials was produced in the competent court of law for their judicial determination. The next date of hearing in the case has been fixed for 18-07-2017.
