CS reviews Annual Darbar Move arrangements

SRINAGAR, Oct 13: Chief Secretary B B Vyas on Friday reviewed the arrangements in connection with shifting of offices from Srinagar to Jammu on the eve of Annual Darbar Move in a meeting with senior officers.
Chief Secretary emphasized upon putting in place all necessary measures including security escort to ensure smooth movement of darbar move vehicles upto their respective destinations. He instructed that extra buses and trucks be kept available during the move days besides adequate number of cranes, mobile workshops, recovery vans, medical mobile teams, ambulances/medical aid facilities be deployed en-route along with necessary equipment and staff to meet any exigency.
Chief Secretary asked the BEACON, Sampark and NHAI authorities to ensure good condition of Srinagar-Jammu National Highway, particularly during the move days. IGP Traffic/ RTO, Srinagar was asked to ensure that taxi operators do not overcharge the move employees travelling from Srinagar to Jammu during the move days.
Chief Secretary asked the concerned officers of the Estates department and Jammu Municipal Corporation to inspect employee residential colonies and ensure that necessary facilities were in place including cleaning up water storage tanks and launching an intensive sanitation drives in all colonies. Chief Secretary directed the concerned officers to ensure complete sanitation along with fogging & fumigation, availability of electricity and potable drinking water in all residential colonies of the move employees. He asked Divisional Commissioner, Jammu to fix colony wise responsibility on Municipal Officers in regard to sanitation.
Estates department was asked to establish control room/grievance cell to attend to and address various day to day issues in residential quarters. Home Department was asked to ensure setting up a BSNL counter in the premises of Civil Secretariat Jammu.
Chief Secretary also directed the IT department to ensure that LAN/Internet connections and Biometric Attendance System in Jammu Secretariat are fully functional by the time move offices reopen on 6th November, 2017. He also directed deployment of security in all residential colonies both in Srinagar and Jammu. Divisional Commissioner, Jammu was asked to take a meeting on 1st November, 2017 with the officers deputed in the advance parties and ensure that offices start functioning on the opening day itself without any hassles. Director Estates was asked to ensure that all rooms in the Civil Secretariat Jammu are handed over to the advance parties by 31st October, 2017. Adminis trative Secret aries were asked to brief the advance parties of their respective departments to ensure installation of all computers, telephones, placement of files and proper custody of the trunks/furniture.
Chief Secretary also asked Director Estates to ensure that 3rd Floor of the Civil Secretariat, Srinagar, which houses the office of the Chief Minister & Chief Secretary, remains fully functional during the winter months for use whenever necessary.
