JAMMU, Jun 20: Governor N. N. Vohra has appointed B.B. Vyas, IAS, Chief Secretary, J&K and Vijay Kumar, IPS (Retd.) presently serving as Senior Security Advisor, Union Ministry of Home Affairs, as Advisors to the Governor with effect from the date they assume charge. According to an order issued by the General Administration Department, the terms and conditions of their appointment shall be notified separately. Meanwhile, consequent upon the availability of his services to the Jammu and Kashmir Government, Mr. B.V.R. Subrahmanyam, IAS (CG:1987) has been appointed Chief Secretary, J&K, with immediate effect.
Chhattisgarh-cadre IAS officer B V R Subrahmanyam was today appointed as the Chief Secretary of Jammu and Kashmir in place of B B Vyas, according to an official communique.
Vyas, who was last month given one-year extension in service, has been appointed adviser to Governor N N Vohra. Former IPS officer Vijay Kumar will be another adviser to the Governor, it said.
Jammu and Kashmir was today put under the Governor's rule after the three-year old PDP-BJP coalition government collapsed yesterday. The state Assembly has been put under suspended animation.
The Appointments Committee of the Cabinet headed by Prime Minister Narendra Modi has approved that the services of Subrahmanyam, a 1987-batch IAS officer of the Chhattisgarh cadre, is placed at the disposal of the Jammu and Kashmir government, an order issued by the Union Personnel Ministry has said.
Subrahmanyam is at present the additional chief secretary (Home) in Chhattisgarh.
Vyas was last month given a one-year extension in service, beyond May 31, 2018, as the chief secretary of the state.
The Personnel Ministry has also amended the service rules to provide extension to Vyas beyond 60 years of age of superannuation. Till the new rule came into force, the state chief secretary retired on attaining the age of 60 years.
Vyas, who was due to superannuate in November last year, was given two extensions of three months each till May-end, to remain the chief secretary.
The extension was given apparently on the request of Mehbooba Mufti, who resigned as the state chief minister yesterday.
Subrahmanyam, considered an expert in internal security matters, has served as private secretary to former prime minister Manmohan Singh during 2004-2008.
He worked with the World Bank during June 2008 and September 2011 before joining again the Manmohan Singh-led PMO in March 2012.
Subrahmanyam was in the PMO after Narendra Modi became the prime minister in May 2014. He stayed in the PMO till March 2015 and then moved to his cadre state Chhattisgarh.
Mr. Kumar, a 1975 batch IPS officer from the Tamil Nadu cadre, took over as CRPF chief in 2010 when the morale of the personnel of India’s largest paramilitary force was at its lowest ebb following repeated onslaught by Maoists. During his two-year tenure, he helped the CRPF tackle Naxals through strategic operational planning, besides ensuring better coordination between the CRPF and State police forces.
Mr. Vijay Kumar hails from Pallasena in Palghat. He was born and brought up in Tamil Nadu. His father Mr. Krishnamoorthy Nair was a retired Police Officer. His mother is Mrs. Kousalya. He is the second son on a family of six. Right from his childhood, Mr. Vijay Kumar had a great love and passion for the Police Uniform.
His passion is much evident from the fact that he preferred IPS than IAS. Yes, it was 1975, when Mr. Vijay Kumar cleared his Union Public Service exams. He was selected for the first rank IAS. But, he preferred IPS which is the second rank. This shows the love and passion he had for the uniform.
He joined the Indian Police Service in 1975. He served as Assistant superintendent in Pattukkottai, Trichy and Sembiam. As Superintendent of police, he served in Dharmapuri, Salem, Dindigul & Vellore. During 1985-1990, he was a part of Special Protection group that was raised to protect Shri Rajiv Gandhi.
With that experience, he raised Special Security Group (SSG) in 1991 to provide security to Former Chief Minister Jayalalitha.
Mr. K. Vijay Kumar always loved to be a field officer. He was deputed to the Border Security Force and he served as the Inspector General of the BSF Kashmir frontier for over two years during the peak of militancy.alt Mr. Vijay Kumar headed the BSF in Kashmir and was himself associated with a number of operations. He says, “Days in BSF were the most challenging and every day has been unforgettable”.
He also served as IG(Operations), BSF before being recalled to the state to head the operations to hunt the forest brigand Veerapan. The highlight of his career came was when he headed the task force operation, Operation Cocoon that killed the forest brigand Veerappan in October 2004.
His other postings include Commissioner of Police Chennai and Additional Director General Law & Order TN, Head of the Sardar Vallabhbhai Patel altNational Police Academy in Hyderabad where the IPS officers given training. He served as the Director-general of Central Reserve Police Force (CRPF) from 2010 to 2012. In December 2012, the Union government appointed him as Senior Security Adviser in Home Ministry.
He headed the Special Task Force and completed “Operation Cocoon” on the long elusive India's most wanted brigand Veerappan. "We have searched and hunted for Veerappan for the last 20 years. But his end was all over in 20 minutes. We wish we could catch him alive and bring him to justice. But we are happy that our efforts have finally succeeded." he says aboutalt Operation Cacoon when Veerappan shot dead.
Mr. Vijay Kumar is not only an officer, a gentleman and a man of many caps. We could state an incident for this. While he was head of Special Task Force, he noticed that thorns from thick undergrowth were getting stuck to the pith caps worn by his commandoes. In a few days, he replaced the pith caps with jungle caps. "The hunt in the forest came with several challenges," he told a friend later, "I didn't want the smallest addition to my men's discomfort.
His decorations include Counter Insurgency Medal and Jammu & Kashmir Medal, Police Medal for Meritorious Service in 1993, President’s Police Medal for Distinguished Service in 1999. For Veerappan operations he was awarded the President’s Police Medal for Gallantry on the eve of Independence Day-2005.
Besides a Master degree in Business Administration he holds three master degrees in Law. Books on management, strategy, war and history interest to him. Physical fitness is his other interest.
After a stint as Advisor to Governor, Jharkhand currently he is Senior Security Advisor on Left Wing Extremism in Home Ministry in New Delhi.
His book “Veerappan –Chasing the Brigand” published by Rupa Publications was released by Home Minister of India recently. His aim was to give a clear and correct picture on how Veerappan was killed. It is a lucid and inclusive account of the rise and fall of India’s most dreaded forest brigand Veerappan.
