Implementing schemes for border residents

To remove all the hurdles and ensure that benefits of various schemes percolate to the border residents in a time bound manner, the Government has appointed Nodal Officers at the State, Divisional and District levels with the direction to furnish monthly progress reports. Moreover, a board has been constituted for completion of recruitment process for two Border Battalions sanctioned by the Union Ministry of Home Affairs by the end of current year. Raj Bhawan has received several complaints regarding delay in disbursement of relief under various schemes to the victims of cross-border firing and shortcomings in the implementation of Border Area Development Programme (BADP), a scheme of the Union Ministry of Home Affairs, because of lack of coordination between the concerned agencies. These Nodal Officers will monitor, supervise and coordinate with various agencies/departments with regard to implementation of various schemes aimed for the welfare of the border residents residing between Zero to 10 kilometres of distance from the border.
Moreover, these Nodal Officers will be responsible for ensuring strict implementation of Border Area Development Plan and handle any other matter to be assigned by the Home Department, Divisional Commissioners and Deputy Commissioner concerned from time to time. The District level Nodal Officers will furnish a monthly report to the Divisional level Nodal Officer concerned, who would, in turn, furnish a consolidated monthly report to the State level Nodal Officer by 10th of succeeding month. Moreover, the Divisional Commissioners will periodically review the status of implementation with the assistance of the Deputy Commissioners and as necessary, project unresolved issues at the appropriate level.
In order to fast-track recruitment for two Border Battalions for border districts of the State, a Police Recruitment Board has been constituted. The Board will make selection of eligible candidates against the post of Constables of two Battalions created vide Government Order No.855-Home dated June 29, 2018 through a Transparent Recruitment Process.
