DB directives in PIL regarding better facilities in Hospitals

JAMMU, Sept 22: In a Public Interest Litigation filed by S Ravinder Singh regarding better facilities in Govt Hospital, A Division Bench of the State High Court Comprising Justice Alok Aradhe and Justice Sanjay Kumar Gupta after hearing Adv Parveen Kapahi for the PIL whereas Govt Advocate KDS Kotwal for the State, directed State to ensure that the doctors, paramedical staff, nursing orderlies are provided in the Government Hospitals to ensure that the best treatment is made available to the patients, who are admitted in the Government Hospitals and also ensure proper stock of medicines is maintained in the Hospitals.
DB also directed State to ensure one specialized doctor shall be made available in the different medical units to tackle the emergent situation, which may arise.
DB directed respondents to file compliance with regard to directions issued today once in every three months before the Registry of this Court.
When the PIL came-up for hearing, Division Bench observed that to the respondents to provide best medical treatment by providing best doctors, paramedical staff and nursing orderlies, medicines and make available diagnostic machines available for emergency patients and also for the patients who had met with accidents; That directions be given to the respondents to maintain proper stock of medicines which is easily accessible to the patients including various equipments required for treatment of patients; That directions be given to respondents to keep atleast one specialist doctor on call available round the clock in the hospitals in different medical units especially in emergency so that needy patients may not be deprived of urgent medicare facility; That corrective steps may be taken to treat patients properly, diagnose them effectively and with precision so that the patients after getting first aid from the emergency may not tried to rush to the best hospitals available out of the Stale for better medicare facilities. That the governments hospitals of respondent no. 3 may be upgraded with best infrastructure, fully operational theatres, anesthesia, manpower as these government hospitals are not fully equipped and upgraded with the passage of time and by increase of population. DB further observed that to provide the basic medical treatment to the citizens as well as to maintain the proper stock of medicines, doctors, para-medical staff, it is fairly submitted by Mr. K.D.S Kotwal, Government Advocate that the State Government shall ensure for providing best medical treatment to the patients, who are admitted in Hospitals of State Government and necessary staff shall be deputed in the Government hospitals.
It is also submitted that proper stock of medicines shall be maintained and one specialized doctor shall be made available in the each Hospital to tackle any emergent situation, which may arise. JNF
