The Lethargic Approach

Notwithstanding that the State was under spell of Governor and President's Rule for past six and half months now, the lethargic approach of the Administrative Secretaries on the Government directions, that too pertaining to the Governor's Secretariat, can be well gauged from a General Administration Department (GAD) order issued today, which had to reiterate a similar direction issued in the month of August last year to all Administrative Secretaries pertaining to submission of major development activities and achievements of every month. Through an order issued in August 2018, the Government had directed all Administrative Secretaries to submit major development activities and achievements of their Departments to the Principal Secretary, Planning Development and Monitoring Department by 25th of every month, who had to further submit them to the Principal Secretary to the Governor by 3rd of every month. The Government order issued noted with concern that the Administrative Secretaries were not furnishing monthly details/brief stature note regarding development activities and achievement to the Planning, Development and Monitoring Department as per the fixed timelines, thereby causing delay in the submission of reports to the Governor's Secretary by the Principal Secretary, Planning.
The idea behind submission of monthly information regarding major developmental activities and achievements by the Administrative Secretaries of all Departments was to keep the bureaucracy on their toes and ensure that developmental projects progress smoothly as their monthly reports had to be monitored by the Governor's Secretariat itself. However, a number of Administrative Secretaries didn't meet the timelines prompting the Government to revise its directions to them on submission of monthly progress reports. The Government hoped that the Administrative Secretaries would now strictly adhere to the deadlines for submission of reports.
