Khan reviews functioning of FCS&CA Deptt

JAMMU, Dec 3: Advisor to Lieutenant Governor, Farooq Khan today reviewed the functioning of Food, Civil Supplies and Consumer Affairs Depart-ment (FCS&CA), here at a meeting in the Civil Secretariat. The meeting was attended by Secretary FCS&CA, Pandurang Kond-barao Pole; Director FCS & CA Jammu; Deputy Director FCS&CA Kashmir; Controller Legal Metrology Department and other concerned.
Speaking at the meeting, Advisor Khan stressed on strengthening the Cooperatives to provide essential commodities to the people at affordable rates adding that this will also help to check black marketing and hoarding. The Advisor directed to organize consumer awareness programmes about the benefits of schemes like Pradhan Mantri Ujjwala Yojna (PMUY).
Elaborating about the scheme, Secretary FCS&CA informed that the objective of the Scheme was to provide free LPG connections to the woman member of BPL category (Below Poverty Line) households. The Advisor Khan said the scheme is about encouraging women empowerment and protecting their health from the hazardous effects of traditional earthen stoves.
Reviewing the stock and supply position and distribution of ration by FCS&CA department under National Food Security Act (NFSA), the Advisor was informed that the department is presently catering to a population of about 27.79 lakh families across 20 districts of J&K.
It was given out that as a supplement to the food grains provided under NFSA, the Department also provides ration to the people under Mufti Mohammad Sayeed Food Entitlement Scheme (MMSFES), sponsored by then government of erstwhile J&K state. "Under this scheme 24,301 MTs of food grains are monthly provided to 82.41 lakh beneficiaries at the rate of Rs 15 per Kg" the meeting was told.
It was given out that under National Food Security Act (NFSA) the monthly allocation of food grains is 62,590 MTs, out of which 27,036 and 35,554 MTs are allotted to Jammu and Kashmir provinces, respectively. The meeting was told that under NFSA 1, 66,738 quintals and under MMSFES 51,664.38 quintals ration has been allotted to snow bound stations in Kashmir region.
It was also informed that the Government of India bi-annually allocates ration for the requirement of Welfare Institutions at subsidized rates at Rs 565 per quintal of Rice and Rs 410 per quintal of Wheat.
Regarding the Online Ration Card Management System (e-PDS), the Advisor was informed that the Online Ration Card Management System was made functional across the state in August 2018, which provides a single window system for public to avail the services related to the ration card. It was told that the department intends to receive online applications through the portal for the issuance of new Ration Cards and its modifications for the ease of the public.
About Fair Price Shops (FPS) and Automation (installation of PoS Devices in Fair Price Shops), the meeting was informed that 100 per cent FPS automation has been achieved by the Department with the installation of 6,007 PoS devices across Jammu and Kashmir. The Advisor appreciated the department for its work and dedication by providing food grains like Rice, Wheat, Atta etc to the people when most of the terrains are hilly and remain inaccessible during winter months.
