Lawyers submit memorandum to Chief Justice; highlight demands

JAMMU, Apr 16: A delegation of Lawyers Practicing in Jammu wing of J&K High Court and Subordinate Courts met the Chief Justice of J&K High Court, Sh. Pankaj Mithal at Jammu. The delegation comprised of H.C. Jalmeria(Cinvener Lawyers Action Committee), JA Kazmi, AK Sawhney, BS Jamwal, KM Bhatti, Subodh Singh Jamwal, Meharban Singh, Abrar Khan, Umesh Sharma, Gourab Sharma, Narinder Sharma. Highlighting various issues faced by the Lawyers and the justice seeking public, the delegation submitted a memorandum to the Chief Justice. Through the memorandum, the lawyers said, Since virtual hearing is no alternative to physical hearings, physical hearings may be continued observing SOPs in all courts. At Janipura Court Complex, there is over 600 Kanals land. More infrastructure can be added to the existing one. So idea of shifting of High Court from Janipura to Raika may be dropped. Elections for J&K Bar Council may be held. Court Timings for six months in Summer Zone areas may be changed to 8 a.m to 1.30 p.m. as had been practice for decades. Stamp Papers may be made available within court premises for the convenience of public and lawyers.
Chief Justice may kindly take up with Govt. for:
i. Return of Registration of Documents from Revenue to Judicial Officers.
ii. Opening of Closed Consumer Courts.
iii. Opening of Human Rights Commission.
iv. Opening of Accountability Commission.
7. Improvements required in Lawyers Chambers by providing canteen facility, clean wash rooms facility, providing furniture in meeting hall, making the building safe from inflow of monkeys etc. Better its control is handed over to BAR.
8. Provide Wi Fi facility in Bar Rooms and Lawyers chamber complex.
9. Under Trials in jails are suffering without progress in their trials. Some mechanism for time bound completion of their trials is necessary.
10. Contempt proceeding is pending against four young lawyers, the same may kindly be dropped.
11. Facility of Vaccination of Lawyers may be provided in Court Complex.
12. Sanitisation of Courts, Water Coolers, Refrigerators, ACs etc may be got conducted earliest.
13. Two upper storeys over Lawyers Canteen meant for Lawyers Meeting hall and Bar Office may be got early constructed.
14. Wash Rooms for lady lawyers may be provided.
15. Lawyers demand Lawyers Club, Lawyers Colony, Funding for Law Books for Young Lawyers.
16. Advocates Welfare Fund may be disbursed to lawyers in distress.
17. Two sheds converted into halls opposite Lawyers Canteen, may be handed over to Bar.
18. Approach road to Court Complex needs widening.
After hearing lawyers' delegation patiently, the Chief assured serious consideration on the issues projected and early action.
