Admin imposes restrictions for COVID containment; orders rotational opening of shops

Govt defers Annual Darbar Move | extends night curfew to all 20 districts

JAMMU, Apr 20: Amid a spike in the COVID-19 infections, the Jammu and Kashmir government has extended the night curfew in effect in the municipal areas of eight districts presently, to all the 20 districts of the union territory in a bid to contain the disease spread, Office of the Lieutenant Governor, Manoj Sinha announced on Twitter.
The night curfew was in force since April 9 in the municipal areas of Jammu, Udhampur, Kathua, Srinagar, Baramulla, Budgam, Anantnag and Kupwara districts from 10 pm to 6 am.
“New COVID control measures: The Corona Curfew at night shall be extended to all Municipal/ urban local body limits of all 20 districts of Jammu and Kashmir. It was already in force in eight districts earlier, from 10 pm to 6 am,” the LG’s office wrote on its Twitter handle.
It has been further decided that public transport (matadors / mini-buses / buses etc.,) in J&K shall be permitted to ply only at 50% of its authorized seating capacity. The District Superintendents of Police shall ensure compliance to this effect.
Jammu and Kashmir Govt also deferred Annual Darbar Move for Summer Session-2021.
Whereas State Executive Committee, J&K vide its Order No. 22-JK (DMRRR) of 2021 dated 20-04-2021 has ordered that only 50% shops in major market complexes/Bazars/Malls within the Municipal limits/Urban Local Bodies limits shall be open on alternate basis through a rotation system.
Whereas, the District Magistrates vide above referred order have been directed to devise a pattern to implement these directions preferably in consultation with local market associations.
Whereas, detailed discussions have been held with the President, Chamber of Commerce & Industries, Jammu as well as Presidents of various Market Associations of Jammu on 19-04-2021 and 20-04-2021 in person as well as telephonically.
Mr Anshul Garg, IAS, District Magistrate, Jammu, ordered that the different markets falling in Limits of Jammu Municipal Corporation and Urban Local Bodies of District Jammu shall open as per the schedule given below: -
GROUP-I
MONDAY, WEDNESDAY AND FRIDAY
1. Cloth and Readymade Garment Shops
2. Boutiques, Tailor shops, Hair Saloons
3. Cosmetic Shops, Beauty Parlours, Gyms and Spas
4, Jewellery shops and showrooms,
5, Hardware, Cement & Building material Stores, Sanitary goods stores, Glass
Houses, shuttering materials
6. Gift Shops, Florists and shops dealing with Pooja related items
7. Mobile shops, Electrical Appliances Shops, and Watch & Electric Repairs
Shops
GROUP-II
TUESDAY, THURSDAY AND SATURDAY
1. Groceries, Departmental Stores, Confectionary Shops and Shops dealing with multiple item sale
2. Utensil & Crockery Stores, Toy Shops
3. Shoes & Chappal Stores
4. Book and Stationary Shops, Novel Stores, Typing and Printing Shops, Photostat shops
5, Automobile Showrooms, Service Stations, Welding Shops
6, Furniture Showrooms and Stores, Home Furnishing items
7. Any other category not covered in Group I
However, the following categories of shops dealing with Essential Services &
Perishable items are exempted from the ambit of this order:-
1. Chemist shops, Diagnostic Centres, Medical & Clinical Establishments
2. Ware House and Wholesale Establishments
3, Vegetable and fruit Markets
4. Milk Shops, Meat and Chicken Shops, Eateries & Bakeries
5. Street Vendors
These Restrictions shall come into effect with from 21.04.2021. Besides, the shop owners shall ensure COVID appropriate behaviour in these shops and shall avoid clustering in these establishments, besides adhering to social Distancing norms.
However according to another order The Offices at Civil Secretariat, Srinagar for Summer Session-2021 shall formally open at Srinagar on 10th May, 2021 (Monday) at 9:30 a.m. There will be no closure of the Jammu Secretariat.
The Civil Secretariat shall continue to remain functional at both places and the Administrative Secretaries shall ensure arrangement for smooth functioning of offices at both the places viz; Jammu and Srinagar.
The Administrative Secretaries shall ensure their availability at both the places viz; Jammu/Srinagar equitably.
The employees shall work at Secretariat location allotted to them as per the orders to be issued by the General Administration Department in this regard.
The full move offices of HoDs outside the Civil Secretariat shall also continue to remain functional both at Jammu as well as Srinagar. Separate orders will be issued in this regard,
The Offices of HoDs outside the Civil Secretariat which 'move in Camp' Shari also continues to remain functional both at Jammu as well as Srinagar, Separate orders will be issued in this regard.
The Civil Secretariat Treasury and J&K Bank Moving Branch at Civil Secretariat shall be functional at both the places within the Civil Secretariat viz; Jammu/Srinagar. The Finance Department shall put in place a suitable mechanism for the purpose.
Dispensary of the civil Secretariat shall remain functional at both the places within the Civil Secretariat. The Health & Medical Education Department shall put in place a suitable mechanism for the purpose.
Estates Department shall provide accommodation to the Officers/officials, as per requirement, only where necessary.
