DB directs DG prisons to submit report with full details of capacity of each jail in the Union Territory, the number of prisoners

JAMMU, May 24: Hearing a Public Interest Litigation on condition of Jails in J&K and Ladakh UT, A Division Bench of Jammu & Kashmir and Ladkah High Court Comprising Chief Justice Pankaj Mithal and Justice Moksha Khajuria Kazmi, directed Director General of Prisons to submit a complete report within a month with full details of the capacity of each jail in the Union Territory, the number of prisoners and under trials lodged therein and about the existing conditions as also the proposal with regard to the construction of any new jail within the Union Territory.
When the PIL came-up for hearing, ASGI, appearing for the Union Territory of Ladakh informs that the jail manual has been amended and has been published. It has also been uploaded on the official website of the Union Territory of Ladakh. He further submits that the jail manual of the Union Territory of Ladakh is now in parametria with the jail manual of the Tihar Jail rather much advanced. In view of the above, the stakeholders are required to go through the said revised/amended jail manual and file objections, if any.
DB observed that in regard to the up gradation of the jail manual of the Union Territory of J&K, on the last occasion a statement was made that it has been revised and shall be placed before the Court on the next date, but today Ms. Asifa Padroo, AAG, appearing for the Union Territory of J&K is unable to make any submission in regard to the revision /amendment of the jail manual of the J&K. She seeks some time for bringing on record the amended/revised jail manual.
DB Grants two weeks' time to do the needful, failing which, she will deposit exemplary cost of Rupees ten thousand before the Registry. JNF
