Resolution to provide 35 kg of ration @ Rs 2 per kg adopted

SRINAGAR: The State Legislative Assembly today discussed and adopted a Private Member’s Resolution to provide 35 kg of ration at the rate of Rs 2 per kg to each family.
The resolution, moved by lone member of the Communist Party of India (M) member Mohammad Yousuf Targami, was adopted after brief discussion.
The resolution reads ‘This House urges upon the Government to provide foodgrains ration of 35 kg at Rs 2 per kg to each family as per the 2011 census.”
However, Consumer Affairs and Public Distribution (CA&PD) Minister Choudhary Mohammad Ramzan said at present the State Government is receiving the ration from the Centre as per projected population of 2000 and is providing the ration to its bonafied ration card holders as per census population of 2001 at the rate of the scale of 35 kg per family.
The Below Poverty Line (BPL) families are being provided 35 kg wheat, atta and rice at the rate of Rs 4.80, 5.35 and 6.40 per kg respectively.
The Above Poverty Line (APL) families are also provided 35 kg wheat, atta and rice at the rate of Rs 7.25, Rs 8 and Rs 10 per kg respectively.
However, all the categories are being provided 700 grams of sugar at the rate of Rs 13.50 per kg. He said the National Food Security Act has come into force on 05-07-2013 and the coverage determined for J&K is 63.55 per cent in rural areas and 47.10 per cent for urban areas which works out to be 74.13 lakh populations which is to be covered under NFSA.
Although the State has taken various preparatory measures for implementation of the Act in the State, yet like in many other states it has not been implemented in the State of J&K because of the fact that only 74.13 lakh population comes under its coverage.
He said if implemented in its present form, it means that a large section of the society would be leftout outside the preview of subsidized ration.
The matter for enhancement of coverage under NFSA has already been taken up with the Ministry of Consumer Affairs, Food & Public Distribution Department and the final decision about the issue is yet to be received from Government of India.
Since the provision of providing the foodgrains at the rate of Rs 2 in respect of atta and Rs 3 in respect of rice has been kept in the Act, therefore, once the Act is implemented, the State will be able to provide the ration to the eligible households by covering the population of census 2011 at the rate of Rs 2 in respect of Atta and Rs 3 in respect of Rice at the scale of 5 kg per person.
