DB issues directions to State, Medical Dept regarding Swine Flu

Jammu: In a Public Interest Litigation filed by Smile Social Youth Club through its President Matloob Saleem Qureshi raising an important issue of regarding facilities of State for organ transplant, in which petitioner has filed a supplementary affidavit stating that there is no laboratory in GMC Hospital Jammu for conducting a Swine Flue Test and even there is no sufficient stock of prescribed medicines for preventing and treating swine flu patients in the State.
A Division Bench of State High Court Comprising Chief Justice N Paul Vasanthakumar and Justice Dhiraj Singh Thakur after hearing Advocate Navneet Dubey appearing for the PIL whereas Sr. AAG Gagan Basotra appearing for the state directed State Government Principal GMC Jammu and Director Health Services to take necessary steps for providing immediate care facilities to the Swine flue Affected patients.
When the PIL came-up for hearing Counsel for the PIL submitted that 11 persons in the State of Punjab and 28 in the State of Harayana have already died to swine flue and the numbers of deaths are also reported in J&K and other parts of the country also. It is further stated that there is no diagnostic centre in Jammu City and samples are sent for testing to the Laboratories at Delhi and the report is being received after four days and it is only thereafter the treatment commences and he further submits that the state Government and its functionaries in the Health Dept may be issued directions to take immediate steps providing facilities to treat the swine flue patient among other things.
Sr. AAG Gagan Basotra appearing for the state submitted that efforts are on for creating a separate Swine Flue H1N1 laboratory for molecular diagnosis of swine flu and other epidemics to tackle with the situation arisen due swine flu virus at Government Medical College Jammu and it is stated that a sum of Rs 628 lacs is required in this regard and steps would taken to have a laboratory within a short span of time.
Division bench further observed that Director Health Services and the Principal Government Medical College Jammu who are present in person submitted that as a safety masks would be provided to the staff of the hospital by tomorrow.
Division Bench while observing the seriousness of the matter, directed State Government as well as Director Health Services and the Principal Government Medical College Jammu to take necessary steps for providing immediate care facilities to the swine flu affected persons and also directed Director Health Services and the Principal Government Medical College Jammu shall also file a progress report regarding establishment of Swine Flu H1N1 Laboratory for molecular diagnosis of Swine Flu and also providing treatment to the patients before March 2, 2015.
