Supreme Court Collegium recommends transfer of 2 HC Chief Justices, 3 HC judges

Justice Magrey elevated as Chief Justice of J&KL High Court | Chief Justice Pankaj Mithal transferred to Rajasthan High Court

NEW DELHI, Sep 30: The Supreme Court Collegium has recommended the transfer of two High Court Chief Justices and three judges, while three more judges have been recommended for elevation.
The decision was taken at a meeting of the Collegium headed by Justice of India UU Lalit on September 28. The Collegium recommended the transfer of Chief Justice of Orissa High Court S Muralidhar to Madras High Court and Chief Justice of Jammu and Kashmir and Ladakh Pankaj Mithal to Rajasthan High Court.
Justice Muralidhar was appointed the judge of the Delhi High Court in 2006 and in 2020 he was transferred to the Punjab and Haryana High Court. Later he was elevated as the Chief Justice of Orissa High Court on January 4, 2021.
Justice Mittal was appointed as an additional judge of Allahabad High Court in 2006 and in 2008 he was made a permanent judge. He was appointed as Chief Justice of the Jammu & Kashmir and Ladakh High Court in December 2020.
The Collegium also recommended the elevation of Justice Jaswant Singh as the Chief Justice of Orissa High Court. Justice Singh was elevated to the bench in 2007 as a judge in the Punjab and Haryana High Court before being transferred to Orissa High Court in 2021.
The Collegium has also recommended the elevation of Justice PB Varale of the Bombay High Court as the Chief Justice of Karnataka High Court. Justice Varale is the senior-most judge at Bombay High Court. He was appointed a judge of the Bombay High Court on July 18, 2008.
On September 30, the Supreme Court Collegium in its statement stated that it has recommended the elevation of Justice Ali Mohammad Magrey as Chief Justice of the High Court of Jammu and Kashmir and Ladakh. Justice Magrey was appointed a judge of the Jammu and Kashmir High Court in March 2013.
The Collegium has also recommended the transfer of three High Court judges to different High Courts.
Justice Sanjaya Kumar Mishra from Uttarakhand High Court, who was the senior-most in the High Court has now been transferred to Jharkhand High Court.
Justice K Vinod Chandran from the Kerala High Court, who was the senior-most in the High Court has been transferred to Bombay High Court. He was made a permanent judge on June 24, 2013.
Justice Aparesh Kumar Singh from Jharkhand High Court, who was the senior-most in the High Court has been transferred to Tripura High Court.
Justice Pankaj Mithal was born on 17th June,1961.Graduated in Commerce from Allahabad University in the year 1982 and passed L.L.B. from Meerut College, Meerut affiliated to Ch. Charan Singh University in the year 1985.Enrolled as an advocate in Bar Council of U.P. in the Year 1985.Practised in the Allahabad High Court from 1985.Worked as Standing Counsel, U.P. Avas Evam Vikas Parishad Lucknow since 1990 till elevation to Bench and as Standing Counsel of Dr. B.R. Ambedkar University, Agra since 1990 to February 2006. Elevated as Additional Judge on 07/07/2006. Took oath as permanent Judge on Jul 02, 2008. Appointed as Chief Justice of Common High Court for the Union Territory of Jammu and Kashmir and Union Territory of Ladakh vide notification No.K.13021/02/2020-US.II dated 31st of December,2020 and took oath of office on 4th of January, 2021.
Justice Ali Mohammad Magrey was Born on 8th December, 1960 in Village Wattoo, Tehsil Damhal Hanjipora, District Kulgam, Kashmir; received school education in native village; did his Graduation and LL.B (Hon’s) from the University of Kashmir; was enrolled as Advocate in the year 1984 and started practicing law in the District courts, including Revenue Courts/Tribunals; simultaneously started conducting matters in the High Court. Remained as standing counsel from 1986 onwards for the State Financial Corporation; Jammu & Kashmir Bank and SIDCO; Sher-i-Kashmir Institute of Medical Sciences; Power Development Department; Service Selection Board; Jammu & Kashmir Wakf Board; was appointed as Additional Advocate General in Feb. 2003 with allocation for, General Administration Department, Health and Medical Education Department, Service Selection Board, State Public Service Commission, Estates Department, SKIMS and Vigilance Department; was appointed as Senior Additional Advocate General in September 2009 with additional charge of Home Department; appeared and conducted important criminal, Division Bench and Full Bench matters involving important questions of law, on behalf of the State in the High Court as also in numerous appeals in the Supreme Court of India; also appeared and conducted important Public Interest Litigation matters, constitutional matters, Service matters, Tax matters, Civil matters involving high stakes and important issues, Arbitration matters; appeared in commissions of inquiry also on behalf of State of J&K etc; was appointed as Permanent Judge of the High Court of Jammu and Kashmir vide notification No. K.13021/01/2012-US.II dated 7th March, 2013 and took oath of office on 8th March, 2013.
