PIL seeking constitution of District Societies for Prevention of Cruelty to Animals

DB disposes of PIL on Undertaking of Senior AAG

JAMMU, Oct 14: Division Bench of the State High Court comprising First Puisne Judge Ramalingam Sudhakar and Justice Sanjay Kumar Gupta disposed of the PIL filed by SAVE (Save Animal Value Envi ronment) an NGO working for welfare of animals through its Chairperson Devinder Kaur Madaan alias Rumpy Madaan seeking constitution of District Societies for Prevention of Cruelty to Animals (SPCA) in all the 22 Districts of the State of Jammu and Kashmir on the assurance and undertaking given by Senior AAG Seema Shekhar on behalf of Divisional Commi ssioner Kashmir to constitute the Societies for Prevention of Cruelty to Animals as well as for Ladakh Region in compliance to the Govt. Order No.1178-GAD of 2012 dated October, 19, 2012.
The Division Bench further observed that the Senior AAG has stated at Bar that the Societies which have been constituted and to be constituted in future shall be registered under the J&K Registration of Societies Act, 1990 (1934 AD).
After hearing Advocate Sheikh Shakeel Ahmed with Advocates Rahul Raina, Suraj Singh and Supriya Chouhan appearing for the PIL and Senior AAG Seema Shekhar appearing for GAD and Divisional Commissioner Jammu/ Kashmir and Govt. Advocate Sanjeev Padha appearing for Animal /Sheep Husbandry Department the Division Bench observed that the Divisional Commissioner Jammu has submitted in his objections that
in Jammu Division District Societies have been constituted in all 10 Districts.
Senior AAG Seema Shekhar undertook on behalf of Divisional Commissioner Kashmir to constitute the similar societies for Prevention of Cruelty to Animals for Kashmir Province as well as for Ladakh Region.
The Senior AAG further stated at bar that the said Societies will also be registered under the J&K Registration of Societies Act 1990.JNF
