Alleged leaked conversation of Ex-MD JKPCC for fixing SVO

SAC issues notices to GAD/PWD for response seeking CB’s impleadment

JAMMU, Apr 17: A Full Bench of State Accountability Commission headed by its Chairperson Chief Justice (Retd) B.A. Khan and Members Justice (Retd) J.P. Singh and Justice (Retd) B.A. Kirmani have issued notices to the Commissioner/ Secretary GAD, Commissioner /Secretary PWD for filing their response in an application filed by whistleblower Sukesh C. Khajuria seeking impleadment of Inspector General of Police, Crime Branch on the ground that the Government has forwarded the complaint against the Former Managing Director, JKPCC to Crime Branch.
When this matter came up for hearing before the Full Bench of the SAC, Sukesh C. Khajuria complainant appearing in person submitted that on the last date of hearing the status/action taken report was filed by PWD/GAD wherein it was disclosed that the matter has been referred to the IGP Crime Branch J&K for a thorough probe on December, 22, 2017.
The complainant further submitted that more than three months have elapsed and nothing concrete has so far come out and in the peculiar facts and circumstances of the case the Inspector General of Police Crime Branch is required to be impleaded as party respondent in the matter so that Crime Branch be directed to file periodic status reports apprising the Commission about the status of the ongoing enquiry.
The complainant further submitted that the delinquent officer is highly influential and it is only because of the indulgence shown by the Commission on December, 14, 2017 the State Government woke up from deep slumber and entrusted the probe to the Crime Branch. In the complaint it has been submitted that Former MD JKPCC was expected to maintain absolute integrity and decent standard of conduct as a public servant but in the leaked conversation it is crystal clear that he has crossed all the limits of decency and has been caught establishing contacts and bribing the officers of the SVO for a safe passage. It is further alleged in the complaint that the Former MD JKPCC directed his subordinate to arrange Rs.5.00 lacs from Jammu and he himself will manage Rs.5.00 lacs from Srinagar for its further disbursement to the officers of Vigilance and this is clearly emanating from the leaked conversation.
After considering the submissions of the complainant a Full Bench of the SAC, headed by its Chairperson Chief Justice B.A. Khan (since retired) directed the Commissioner/Secretary GAD, Commissioner/Secretary PWD for filing their response.
The SAC further directed the Registry to send this file to Srinagar Wing for taking up there on May, 24, 2018. JNF
