Jammu and Kashmir was placed under the Governor's Rule on Wednesday following President Ram NathKovind's approval. Governor, N.N. Vohra sought Kovind's approval on Tuesday after the BharatiyaJanata Party's (BJP) decision to pull out of the Peoples Democratic Party (pdp)-led state government which was immediately followed by the resignation of Chief Minister Mehbooba Mufti. Vohra's recommendations for imposition of the Governor's Rule were made under the provisions of the Jammu and Kashmir Constitution which allows the state to be placed under the rule for six months. If an elected government fails to take office within the six-month period, the state can then be placed under the President's rule. Jammu and Kashmir has a constitution of its own which runs concomitantly with the Indian Constitution.
This will be for the third time when the State would have the Governor rule due to contradictions within the PDP-BJP, fourth time during the tenure of Governor NN Vohra and eighth time in the last four decades. While results of 2014 Assembly elections were declared on December 23, 2014, the PDP-BJP formed the new Government on March 1, 2015. In between, Omar Abdullah had refused to continue as caretaker Chief Minister on January 7, 2015, leading to imposition of Governor's rule in the State from January 7 to March 1, 2015 when Mufti Sayeed was sworn-in as the Chief Minister. After the sudden death of Mufti Sayeed on January 7, 2016, PDP president Mehbooba Mufti refused to take reigns of the State immediately and J&K was again brought under the Governor's rule, which continued till April 4, 2016 when Mehbooba took over as the Chief Minister.
This BJP's pullout from the PDP-led coalition was on cards for quite some time but the move concretized after Prime Minister NarendraModi's visit to Kashmir on May 20. The PDP actually fell out of BJP's favour after it started insisting that the ceasefire should be extended beyond Eid and a dialogue process started simultaneously with Pakistan and separatist leadership here. The party's official line, however, revolves around the recent happenings including the noted journalist ShujaatBukhari's assassination and also the abduction and murder of an Indian army soldier past week. Chief Minister, Mehbooba Mufti and her trusted lieutenants were also informed about the political compulsions of the saffron party in view of the forthcoming LokSabha polls and what was worrying for the former, was that the failure to control the turbulence in Valley was taking the sheen off its nationalistic agenda and the final nail in the coffin of coalition was the high levels of turbulence during the conditional ceasefire announced by MHA in the month of Ramzan.
Though Centre had committed itself to the development agenda of the State as per the Agenda of Alliance and ensured liberal flow of funds to the border State, it's prime objective was to restore peace in the State and curb the rising levels of violence and the issue had also been deliberated by the Prime Minister in his meeting with the Chief Minister, Mehbooba Mufti on February 28 and April 10 in the Union Capital this year.
