PIL seeking establishment of Modern Slaughter Houses in Jammu & Kashmir

JAMMU, Sept 24: Divis ion Bench of the State High Court comprising Justice Dhiraj Singh Thakur and Justice Sanjay Kumar Gupta directed the listing of the much publicized PIL seeking closure of unregulated/unregistered/unlicensed slaughter houses/meat shops in the State of J&K on October, 16, 2018 as Advocate Sheikh Shakeel Ahmed appearing for the PIL filed by an NGO SAVE through its Chairperson Devinder Kour Madaan alias Rumpy Madaan informed the Division Bench that he has already filed his response on behalf of the NGO-petitioner to the status report filed by the Jammu Municipal Corporation.
In the PIL the petitioner-NGO has sought directions to the State Government to establish modern slaughter houses in both the capital cities as per the directions of the Apex Court in Laxmi Narayan Modi's case. In the status report filed by the Jammu Municipal Corporation it is stated that JMC has prepared a comprehensive action plan for management of slaughter houses and meat shops within the limits of JMC and Ministry of Food Processing Govt. of India has already sanctioned an amount of Rs.1500 lakhs for establishment of the modern slaughter house at Jammu with Halal Line at Gujjar Nagar, Jammu and Jathka Line at Dogra Hall, Jammu with common lairage facility at Bhagwati Nagar, Jammu. The JMC in its status report has further submitted that it is going for mechanized slaughter houses. On the other hand the petitioner NGO in its response to the status report filed by JMC has submitted that the modernization of slaughter houses by any stretch of imagination cannot be interpreted as mechanized slaughter houses. The mechanized slaughter houses are not the solution to the illegal and unregulated slaughter houses as suggested by the Jammu Municipal Corporation. The response further says that mechanized slaughter houses inflict cruelty and manual slaughter houses are of low cost, ecological and in much more consonance with the laws. JNF
