News item on ‘Himayat’ scheme treated as PIL

JAMMU, FEB 6: Division Bench of State High Court comprising Chief Justice Gita Mittal and Justice Tashi Rabstan in Public Interest Litigation, after hearing Vishal Sharma ASGI for Union of India, Sr. AAG HA Siddqui and Deputy AG Arshad Majid Malik for the State, directed Ministry of Rural Development, Govt. of India and the Department of Rural Development Department, Govt. of J&K place the list of PIAs and specific details of the training programmes undertaken by them in 2018 and proposed in the year 2019. These authorities shall also place the availability of any placement programme which would be available to the youth of the Jammu & Kashmir on record within two weeks from today.
When the PIL came-up for hearing, DB observed that Sr. AAG informed the court that he has filed a status report on 5th of February, 2019 on behalf of the Member-Secretary, J&K State Legal Services Authority placing before us the status regarding the awareness programmes carried out in different districts of the Jammu and Kashmir regarding the Himayat Scheme.
DB pointed out that the work of the State Legal Services Authority cannot stop at merely awareness but it has to ensure implementation as well as success of the scheme.
DB further directed Secretary, State Legal Services Authority to ensure that not only are steps taken towards awareness but they shall also ensure steps towards actual participation in the skilling programmes under the Himayat Scheme and also take proactive steps towards placement opportunities of the youth who acquire skill and look at creation of facilities for development of entrepreneurial initiatives.Sr. AAG informed the court that the Himayat Scheme is actually being worked by the Ministry of Rural Development, Govt. of India in association with the Department of Rural Development of the State.
The Programme Implementing Agencies (PIAs) have to be enrolled by these two authorities who are to enroll the youth and set up the training programme.
Upon this Division Bench directed the Ministry of Rural Development, Govt. of India and the Department of Rural Development Department, Govt. of J&K place the list of PIAs and specific details of the training programmes undertaken by them in 2018 and proposed in the year 2019.
These authorities shall also place the availability of any placement programme which would be available to the youth of the Jammu & Kashmir on record within two weeks from today. DB further directed Registry to send a copy of this order to the Member-Secretary, J&K State Legal Services Authority who shall ensure that the same is served upon all the Secretary of District Legal Services Authorities.
DB further directed Registry to supply all the orders passed in this PIL to Vishal Sharma Assistant Solicitor General of India. JNF
