Snapping of internet services

The biggest advantage of the Internet is that it makes things easier and more accessible. Importance of internet in education is that it allows people learn whatever they want whenever they want. Most of the information, it can provide, is free, unlike most of the education in the 'real world'.Beside a lot of advantages, Internet has some disadvantages too. First of disadvantages is that people who spend too much time sitting in the front of computer can easily get ill. Radiation emitted by computer's screen is harmful to eyes. Second disadvantage is that Internet can by addictive.Students become addicted and dependent on internet and may not focus on personal work and studies and Social isolation due to heavy use of internet use. Obesity and depression may also results by spending more time on computer.With the snapping of internet services across J&K, many development projects in R&B, PMGSY, PHE, I&FC, Rural Development Department, Tourism, JDA/SDA, Housing Board, Local Bodies, PDD etc have been badly affected as e-tendering process could not be initiated for the last over one month.Many contractors could not participate in the e-tendering process due to snapping of Internet services in the State after the abrogation of Articles 370 and 35 A in the State on August 5, 2019. Even after that, some departments floated tenders but there was not much response. In view of this, many departments have conducted re-tenders. Till the internet services are fully restored, no proper response of the tenders is possible from each District and Sub Division.
As per Government guidelines, for every work, e-tender is mandatory. For some big and small projects, tenders were called some time back but due to very poor response, they are going to invite fresh tenders. There are some languishing projects for which the Government is keen to initiate work on war -footing but due to snapping of internet services, the delay is being caused in the completion of projects. There is not much impact on the progress because during rainy season, most of the works on various projects go slow. But now, since the rainy season is almost over, and the working months left are also not much, the department would like to show progress and finish the projects as early as possible. About half a dozen tenders have been delayed in Jammu division in Tourism department. In a much development Union Home Minister Amit Shah on Tuesday assured a delegation from Jammu and Kashmir that the communication clampdown in the Jammu and Kashmir will be lifted in 15 days. Now the people Jammu and Kashmir have to wait for another 15 days before the communication clampdown is revoked as the life has returned back to normal in Jammu region and day restrictions have been eased in most parts of Valley.
