Secy RDD reviews 'mission Antyodaya' & 'people's plan campaign'

SRINAGAR, OCT 14: Secretary Rural Development Department (RDD) & Panchayati Raj, Sheetal Nanda, today chaired a meeting with all the District Panchayat Officers (DPOs) to review the progress of ongoing People's Plan Campaign (PPCs) and Mission Antyodaya Survey, 2019 for formulation of GPDP of 2020-21 that commenced from October 2 and will culminate on December 31, 2019.
The meeting was attended by Director RDD, Jammu, Sudharshan Kumar, Director Panchayats, J&K, Muhammad Nazir Sheikh. The meeting was also attended by ACDs and DPOs of Jammu and Kashmir through video conference. The Secretary exhorted upon the officers to submit the details of the facilitators and frontline workers and upload the same on the GPDP portal. She also instructed the concerned officers to complete the trainings before 31st October so that the special Gram Sabhas could be convened from 1st November to 31st December for preparing GPDP for 2020-21. She further asked the concerned district level officers to expedite the pace of filling up of Mission Antyodaya forms and uploading the same on the GPDP portal.
She laid a special emphasis on 5 key parameters - Appointment of Facilitators, Appointment of Frontline Workers, Trainings, special Gram Sabha, disaggregation of budget - for successful and effective implementation of the programme in J&K.
The Secretary also directed the officers to ensure the presence of frontline workers from the line departments in all Gram Sabha meetings, besides ensuring that every resolution of the Gram Sabha is recorded so that there is no discrepancy between online and on paper resolution.
Urging the officers to ensure holding of three Gram Sabha meetings, she said, "In the first meeting, the members of the GP should be made cognisant of the funds availability and the activities of the line departments by the frontline workers and what kind of works can be taken up. In the second meeting, the members of the GP will set the Plan based on their demands and subsequently, the third meeting shall be convened for approval of the final projected GPDP, before the same is uploaded on Plan Plus."
She added that facilitators appointed shall ensure community mobilisation including vulnerable sections like SC/ST/Women during the Gram Sabha.
"GPDP is an annual plan of each Panchayat where the gram sabhas would decide where the money should be spent depending upon the resources available", she said. Pertinent to mention, Gram Panchayats have been mandated for the preparation of Gram Panchayat Development Plan (GPDP) for economic development and social justice.
