ACB registers Disproportionate Asset case against the then Chief Supervisor FCI

UDHAMPUR, Aug 5: Preliminary Enquiry was conducted by ACB to verify the facts that Rakesh Kumar Pargal, Chief Supervisor, FCI Godown ,CA&PD Udhampur and Incharge Vigilance Squad in Food Civil Supplies and Public Distribution Department, by indulging in corrupt and illegal practices, has amassed huge assets worth crores of rupees in the form of immovable/moveable properties disproportionate to his known sources of income. During preliminary enquiry it has been found that official has raised assets several times higher than the genuine income (salary) earned by the official from the service period. Anti-Corruption Bureau conducted searches at three different locations all possessed by one Govt. official Rakesh Kumar Pargal S/o Late Shri Kanshi Ram Pargal R/o W. No. 13, House No. 170, Hospital Road, Udhampur
List of important assets possessed by the Govt. official includes:-
Six shops, a house, a show room.
One plot measuring approximately 19 Marlas.
One Kanal and seventeen marlas of land at village Battal Ballian, Udhampur,
Innova Car, Royal Enfield Motor Cycle, Tata Ace Zip, Vespa Scooty, jewellery etc.
A Palatial Duplex House at Badali, Udhampur approximate cost is in crores of rupees.
Besides above, he is in possession of Insurance Policies and bank deposits in his name and in the name of his family members. The assets found in the possession of suspect during preliminary enquiry are apparently disproportionate to the known sources of income of Rakesh Kumar Pargal, Jr. Assistant in Food Civil Supplies and Public Distribution Department. These facts were disclosed during preliminary enquiry constituted offences punishable under section 5 (1) (e) r/w 5 (2) JKPC Act 2006 against Rakesh Kumar Pargal, Jr. Assistant in Food Civil Supplies and Public Distribution Department, Udhampur hence case under above mentioned provisions was registered.
After registration of Case FIR No. 01/2020, search warrants were taken from the Anti Corruption Court, Udhampur and in compliance to the order, three different teams were constituted and searches were conducted at following locations.
Residential House at Ward No. 13, H.No 170, Hospital Road, Udhampur.
Residential House at Badali near Allah Ditta School, Udhampur.
M/s Feeling Farms and Dogri Haveli at Battal Ballian, Udhampur.
During search 285 gms gold, c incriminating material, documents were seized as evidence and scrutiny of record is being conducted. Some accounts/lockers were also freezed after being found suspicious.
Moreover, FIR No i.e 06/2009 have been registered against the subject official in Anti-Corruption, Bureau, out of which one case has been challaned in Hon'ble Court.
Further investigation into the case is going on.
