SKCS expresses serious concerns over “New Recruitment Policy”

SRINAGAR: South Kashmir Civil Society(SKCS) in a statement expressed serious concerns over the "New Recruitment Policy," approved by the State Cabinet, couple of days back. The Society went through the clauses of the Draft named 'J&K State Recruitment Ordinance', which authorized the govt to exempt certain posts/or class of posts from the purview of J&K Public Service(JKPSC) Commission and State Subordinate Recruitment Board (JKSSRB), the Ordinance further empowered govt to lay down a policy for making the appointments of the notified posts and mode of selection at their will and choice, surely their are more chances of political favoritism and end result will be the causality of the merit.
The SKCS as such sees the Ordinance visibly eroding the constitutional authority of the Recruiting Institutions and feared that the such steps might eventually result in an Institutional decay, Ordinance is prone to corruption, arrangements are bound to create uncertainty among the educated unemployed youth of the State and instead of adhoc arrangements govt should come up with a 'Comprehensive Recruitment Policy' to tackle the problems of unemployment, SKCS said, adding that if there is an exigency to effect the recruitment on a fast track basis, the exercise of selection should have been assigned to the respective Recruitment Agencies.
The Society asks govt to reconsider the entire issue and assign the job of contractual selection to the statutory Recruiting Agencies, importantly, the contractual period of seven years being very harsh may be lowered down only two to three years and decentralize JKPSC and JKSSRB.
Essentially, SKCS, once again urged upon Kashmiri Pandits, not to decide things in haste and instead introspect on the faulty proposition by exercising their exemplary wisdom and study the pros and cons of the problem in a larger context vis-a-vis the proposal for creating cluster colonies for migrant Kashmiri Pandits and prevent to create a 'psychological-barrier' between two communities, Kashmiri Muslims have always welcomed and will continue to welcome the return of Kashmir Pandit brethren back to their native places but not in the Composite Townships which might prove concentration camps and give flip to communal divide.
Meanwhile, SKCS demands that government should immediately identify a proper dumping site for the garbage, at present in absence of dumping site, MCI, Anantnag lifts the garbage from main points and dumps in isolated corners of the town.
