Govt sacks Irrigation dept employee over narcotics case

SRINAGAR, Aug 14: The Jammu and Kashmir Government has dismissed an employee of the Irrigation and Flood Control Department from service after his alleged involvement in a narcotics case.
According to an order issued by the Jal Shakti Department, Farooq Ahmad Najar, a resident of Lurgam Tral Pulwama and serving as Orderly-cum-Chowkidar in Irrigation Division Tral, was arrested in November 2024 in case registered at Police Station Kakapora under sections 8/21/29 of the NDPS Act, following recovery of 6.5 grams of brown sugar.
He remained in judicial custody till December 2024.
The official was placed under suspension and later served charges under the J&K Civil Services rules. An inquiry officer, after reviewing the case and police dossier, concluded that Najar had failed to maintain the conduct expected of a government servant and was involved in activities detrimental to public welfare.
"Such activities not only endanger the lives of vulnerable individuals, particularly youth, but also contribute to a broader cycle of crime and Social instability. The gravity of this offence warrants stringent legal action to deter similar conduct and uphold the rule of law. His actions constitute a direct violation of Rule 3 of the .J&K Employees Conduct Rules, 1971l, and he poses a significant risk to societal well-being. It is, therefore, recommended that the termination proceedings be initiated against him," the Inquiry Officer said in his report.
The Chief Engineer. I&FC, Kashmir on July 30, endorsed the recommendations of the Inquiry Officer against the said employee.
Endorsing the inquiry report, the competent authority dismissed Najar from service under Article 311(2) of the Constitution of India, also disqualifying him from any future government employment.
"It is hereby ordered that in terms of Article 311(2) of the Constitution of India, Farooq Ahmad Najar, Orderly cum Chowkidar, Irrigation Division Tral, presently under suspension, is hereby dismissed from service, with immediate effect. He is also disqualified from any future employment with the government," the order, issued on August 14 by Financial Commissioner (ACS) Jal Shakti Department, Shaleen Kabra, read.
