NIA court issues non-bailable warrant against Hafiz Saeed

JAMMU, Sep 12: A Special NIA Court in Jammu has issued a non-bailable warrant of arrest against Lashkar-e-Taiba founder Hafiz Muhammad Saeed in a terrorism case arising from the recovery of a Chinese grenade and 15 live cartridges during police checking in Srinagar.
Special Judge under the NIA Act Prem Sagar passed the order on September 8 in case RC No. 02/2026/NIA/JMU, titled NIA versus Mohd Naqeeb Bhat and others, and directed that the warrant be forwarded to the DIG, NIA Jammu, for execution in accordance with law.
According to the case records, the proceedings stemmed from FIR No. 24/2026 registered at Police Station Zakoora after police intercepted a motorcycle during naka checking at Gujar Tent, Pandach.
The rider, identified as Mohammad Naqeeb Bhat, was allegedly found carrying one Chinese grenade and 15 live rounds of ammunition. Police subsequently registered a case under provisions of the Unlawful Activities (Prevention) Act, Arms Act and Explosive Substances Act.
The NIA later took up the investigation under case number RC No. 02/2026/NIA/JMU.
The application for issuance of the warrant against Saeed was moved by NIA DySP Amit Sharma under Section 75 of the Bharatiya Nagarik Suraksha Sanhita.
The agency alleged that investigation had brought Saeed's involvement in the case to light and claimed that he was operating from Pakistan and providing weapons, funds and directions to terrorists active in the Kashmir Valley.
The NIA identified Saeed as the chief and founder of the proscribed LeT and also referred to arrested Pakistani terrorists allegedly associated with the outfit and its offshoot, The Resistance Front (TRF).
The agency further submitted that Saeed was deliberately evading arrest and sought issuance of a non-bailable warrant to initiate further proceedings against him.
After examining the application and annexures, the court observed that the involvement of the accused had surfaced during the investigation and that he was allegedly involved in terrorism.
The court noted that Saeed was at large and the investigating agency had been unable to secure his attendance through ordinary means. It accordingly allowed the application and issued a general non-bailable warrant of arrest against him.
