NC seeks white paper on J&K governance from 2014 to 2024: Gupta

Jammu, Sep 21: Jammu and Kashmir National Conference (NC) Provincial President Rattan Lal Gupta on Monday demanded a comprehensive white paper on governance, development and major policy decisions in Jammu and Kashmir during 2014-2024, covering the BJP-PDP coalition government as well as the subsequent period of Lieutenant Governor administration.
Addressing a joining programme organised by Jammu and Kashmir National Conference Students Union (NCSU) President Harshvardhan Singh at the party headquarters in Gandhi Nagar, Gupta said the people had a right to know what was achieved, which commitments were fulfilled and what remained pending during the decade. Gupta said the proposed white paper should cover development, employment, education, healthcare, roads and infrastructure, power, water supply, tourism, industry, agriculture, youth affairs, financial management, implementation of Central and J&K schemes and the status of major development projects.
He said the exercise should be based on official records, audit findings and measurable outcomes rather than political claims.
Referring to reports of the Comptroller and Auditor General of India, Gupta said audit findings had pointed to deficiencies in implementation, financial management, delays, diversion of funds and incomplete projects in different areas.
He cited the Himayat scheme as an example, saying that against a target of training 53,547 youth during 2016-17 to 2018-19, only 4,494 were trained and 732 were placed in jobs, according to the CAG findings.
Gupta said CAG reports had also examined various aspects of projects under the Prime Minister's Development Package and identified issues relating to relief, crisis management, social infrastructure and development projects.
He said the proposed white paper should provide a sector-wise, district-wise and project-wise assessment supported by government records and independent audit findings.
